Automated building code compliance checking has moved from research prototype to working practice in parts of Europe, but the picture is patchy and widely misunderstood. There is no EU-wide mandate for digital or automated building permits. What exists is a set of national systems, a body of EU-funded research that has now concluded, and a growing group of practices doing their own checks before submission. Here is what actually works in 2026.
Is there an EU mandate for digital building permits?
No. This is worth stating plainly, because a lot of coverage implies otherwise. Building control and permitting are national competences, so digital permitting programmes are run by individual countries and cities, not required by Brussels. What the EU has done is fund the research and standards work that makes such systems possible.
What did the EU-funded projects actually produce?
Three Horizon Europe innovation actions tackled digital building permits and automated compliance:
- ACCORD worked on automating permit and compliance processes using BIM, producing a semantic framework and a Digital Building Permit Ontology, with demonstrations reported in Finland, Estonia, Germany, Spain, and the UK.
- CHEK produced a digital building permit toolkit combining BIM and GIS with rule-based checking, built on open standards including IFC, CityGML, and IDS, and demonstrated in several European cities for both new build and renovation.
- DigiChecks addressed the wider digital management of permitting processes.
The useful conclusion from this body of work is not a product. It is the finding that automated compliance checking can be operationalised reliably when legal expertise, information modelling, and iterative validation are combined. That is a rare piece of independent, publicly funded validation for a category that is often sold on claims alone.
Where is automated checking actually in production?
Estonia is the most cited example, running an online building permitting system used across its municipalities that reportedly accepts both PDF and IFC submissions and applies a set of automatic checks against the building code. Other national programmes are running in the Nordics and the Netherlands, each with its own scope and maturity. If you work in one of these markets, confirm the current requirements with the relevant national authority, since these systems are actively developing.
The pattern worth noticing is that the leading public systems accept the same two things design offices already produce: a drawing set as PDF, and a model as IFC. Compliance checking, in other words, is converging on the documents you already have rather than requiring a special-purpose data format.
Rule-based checking versus AI document checking
These get conflated, and the difference decides what a tool can do for you.

Neither replaces the other, and neither replaces the professional who signs off. Rule-based checkers are strong where the requirement is geometric and stable. Document-based AI checking earns its place where the requirement lives in prose, in a code you have just been handed, or in a national annex that no vendor has encoded.
Why this matters more in Europe than elsewhere
Because Europe is not one code. A practice working across borders deals with national building regulations, national annexes to the Eurocodes, national transpositions of EU directives such as the EPBD, and client and client-country standards, in several languages, all changing on their own schedules. Encoding all of that as fixed rule sets is a losing race. The approach that scales is to check against whatever document actually governs the project.
