Faster, traceable plan review for Florida projects
Florida runs one of the busiest construction markets in the country, and permit turnaround is a constant pressure. The state has been modernising how plans are reviewed, including recognising software-based review for certain work.
UptoCode fits that shift. It extracts dimensions, materials, and ratings from your drawings and models, checks them against the Florida Building Code or any regulation you provide, and returns a report where every finding is cited to its source.
What HB 683 changed for plan review
Florida House Bill 683 was signed into law in 2025 and took effect on 1 July 2025, amending the alternative plans review statute (section 553.791, Florida Statutes). For single-trade plans reviews, a private provider may use an automated or software-based plans review system to determine compliance with applicable codes, including the Florida Building Code and the National Electrical Code, and then certify the result by affidavit.
For single-family or two-family dwellings, the local building official must issue the permit or provide written notice of specific deficiencies within five business days; if they do not, the application is deemed approved as a matter of law. See the official HB 683 bill page for the full text.
UptoCode is automated plan-review software, not a licensed private provider. Under HB 683 a qualified private provider still performs the review and signs the affidavit; UptoCode gives them fast, cited checks to work from.
