What HB 14 changed for plan review

Texas House Bill 14, effective 1 September 2023, added Chapter 247 to the Texas Local Government Code. If a regulatory authority does not approve, conditionally approve, or disapprove a development document within 15 days after its statutory deadline, the applicant may engage a qualified third-party reviewer to complete the review instead.

For city building permits the statutory deadline is generally 45 days, so a third-party review becomes available once the grace period lapses. The authority must accept the reviewer's findings where the plans comply and cannot charge an additional fee. See the official HB 14 bill text for the full requirements.
