Is the Saudi Building Code based on the IBC? SBC vs international codes

Short answer: yes, with important local differences. The Saudi Building Code is based on the International Code Council (ICC) family of codes, the same family the International Building Code (IBC) belongs to, and it adapts them to Saudi Arabia's climate, soils, materials, and regulatory system. If you know the IBC, the SBC will feel structurally familiar, but designing to one is not the same as complying with the other. Here is how the two relate, and what it means in practice.

Is the Saudi Building Code based on the IBC?

Yes. The SBC was developed using the ICC codes as its base, alongside other international standards: ACI provisions inform the concrete codes, ASHRAE-derived requirements inform energy conservation, and the electrical code draws on NEC-derived provisions. The 2018 edition of the general code (SBC 201) was developed from the 2015 IBC, and the 2024 edition updates the code's international references to newer standards, with the Saudi fire code (SBC 801) aligning with the International Fire Code 2021. The official set is published at sbc.gov.sa in English and Arabic.

What does the SBC change from the international base?

Adaptation is the point. The SBC modifies the international base for the Kingdom's conditions:

  • Climate. Requirements reflect a hot, arid climate, with a strong emphasis on energy conservation, thermal performance, shading, and cooling loads rather than heating.
  • Soils and seismicity. Structural, soils, and seismic provisions are tuned to Saudi ground conditions and hazard levels, including dedicated Saudi structural codes.
  • Local materials and practice. Provisions account for the materials and construction methods actually used in the Kingdom.
  • Regulatory integration. The SBC is mandatory and tied into Saudi permitting: design review runs through municipal systems, and an occupancy certificate is required before a building is used.

If I know the IBC, can I design to the SBC?

You will recognise the structure, the occupancy-based logic, and much of the terminology, which shortens the learning curve. But compliance is judged against the SBC text, not the IBC, and the differences are exactly where projects get caught: energy provisions, loads, fire requirements, and Saudi-specific administrative rules. The safe habit is to check the design against the actual SBC parts that apply, not against IBC intuition.
