If you design or build in Dubai, the Dubai Building Code is the rulebook. It brought design requirements that used to be spread across several Dubai authorities into a single code. What is the Dubai Building Code?
The Dubai Building Code (DBC) is issued by Dubai Municipality under Decree No. (45) of 2021. Its purpose is to set the minimum requirements for the health, safety, welfare, and convenience of people in and around buildings, and to bring consistency to design across Dubai. It combines prescriptive and performance-based requirements.
When did the Dubai Building Code come into force?
The current 2021 Edition came into force on 30 December 2021. A key point is what it unified: the DBC brought together design regulations previously published by several different Dubai authorities, so one code now spans jurisdictions that used to differ.
What does the Dubai Building Code cover?
The DBC is organised into parts covering general provisions, architecture, accessibility, vertical transportation, the building envelope, structure, incoming utilities, the indoor environment, security, and villas. Alongside it, Dubai runs Al Sa'fat, its green building system, which sets sustainability requirements for new buildings.
How does it relate to international codes?
The DBC does not replace international standards; it relies on them. It references the International Building Code (IBC) alongside British (BS) and European (EN/Eurocode) standards, so engineers and architects keep using established international design methods while meeting Dubai's specific requirements.
What about Abu Dhabi and the rest of the UAE?
The UAE has no single federal building code; each emirate sets its own. Abu Dhabi uses the Abu Dhabi International Building Code (ADIBC), based on the 2009 IBC and administered by the Department of Municipalities and Transport, together with the Estidama Pearl Rating System for sustainability. The one code applied at national level is the UAE Fire and Life Safety Code of Practice, issued by UAE Civil Defence.
